Rufford Small Grant Monthly update: RSG II/9 (December 2010)

1. 7th December 2010. In order to involve the students in the conservation endeavor orientation workshop has been arranged with the NSS students of the Dhabekar College, Inja.

2. 15, 16, 17 December 2010. Along with 2 members of the project team attended 2 days workshop of CORO at Bhandara. This was good opportunity for team members to learn village level processes as well as to present the results of the RSG project.

3. 24th December 2010. Attended DRDA meeting and presented problems in the MNREGA work. For policy level impact this was good opportunity.

4. 30 December 2010. One day workshop regarding role of MNREGA in the river conservation has been arranged with the village head and government officers of 25 villages at Karanja. It was one of the encouraging events where hundreds of people came forward to save the riverine resources. This was starting event for future scaling up of the RSG project.

5. 1st January 2011. GRAMSABHA (Village meeting) and field work along river to observe eco-restoration sites. New Year morning was the starting of the scaling up activities. Along with joint-district collector meeting as well as field work arranged with the villagers of the Shivan village. The village is situated in the Bembla river basin. The people, laborers, small farmers of village are starting eco-restoration work in another next week.

Rufford Small Grant Monthly update: RSG II/8 (November 2010)


 

  1. Project team has decided to scale up the project now. Health of riverine habitat and aquatic biodiversity is depends on the river basin. If the river basin is protected then only river habitats and aquatic biodiversity will be protected. In this regard through rigorous fieldwork selected 25 villages of the Bembla river basin for future in-depth study and eco-restoration activities. In this regard, we have contacted village heads (Sarpanch) of 25 villages and took consent for the future work. Local district administration is providing administrative support for this initiative. District collector provided all facilities to complete the eco-restoration at these 25 villages through Mahatma Gandhi National Rural Employment Guaranty Act 2005.
  2. Testing of the fish growth has been done with the fishermen, at Dhamandari Tank, Dhamani Khadi village. The average fish growth is found to be 500 grams in 4 month's period, which is encouraging fact.
  3. Two people from anglers' group went to observe and understand scientific fish culture at Hyderabad. It was one-week expedition.

  1. 14th September 2010. KHAPARI. One day field visit has been arranged at community fish culture tank of KHAPARI village.
  2. 15th September 2010. SHEVATI. One day field visit has been arranged at individual fish culture tank of SHEVATI village.
  3. 17th September 2010. Dhamani. Field Visit of fish culture expert has been arranged to Community Fish Culture Tank of the Dhamani village.
  4. 19th September 2010. Karanja. One day workshop with the village head of 91 villages of Karanja block has been arranged in collaboration with Block Level Govt. officials about eco-resource planning.
  5. 24th September 2010. WARDHA. One day workshop at SEVAGRAM regarding village level study.
  6. 4th and 5th October 2010. Pune. Attended CORO workshop. 2 team members have been selected for the natural resource management study related to RSG project.
  7. 11 October 2010. Mumbai. Presentation made in front of secretary of state environment department regarding conservation of riverine resources through people's participation. The presentation was fruitful and Govt. may promote RSG project in future on larger scale.
  8. 16 October 2010. Washim. Victory in our NREGA struggle is achieved when district authority has been made necessary technical arrangements so that now labors will get timely wages (Within 7 days). Initially the wages of local labors has been delayed, some time, for 2 and half months. I put an idea of how technically this can be done before the district monitoring and vigilance meeting. Local authorities worked on the issue and problem solved. Literally thousands of labors are benefited.

Rufford Small Grant Monthly update: RSG II/4 (May 2010). 6 Jun 2010

  • RSG project is now progressing on all levels which include local grass root level, district, state and national level. I am also planning to extend this work on other river basins also.
  • 18 to 20 May 2010. Government of Rajasthan, Rajasthan University and Tarun Bharat Sangh arranged 3 days workshop to evolve methodology of the water auditing for India. As a resource person they have invited me to deliver a presentation on village level water auditing and role of MNREGA in the conservation of riverine resources. MNREGA based conservation of wetland resources has been included in the water budgeting.
  • 21 and 22nd May 2010. Tata Institute of Social Sciences (TISS) and PRAYAS, an NGO, organized 2 day brain storming workshop on MREGS at TISS campus at TULJAPUR, Maharashtra. I have delivered presentation on RSG project generated experience on village planning.
    • 3 May 2010. State Agriculture department and VIKALP, an NGO, arranged one day workshop on sustainable agriculture. I have delivered presentation on environment friendly agriculture.
    • 4th May 2010. Local governance arranged 1 day capacity building workshops for the government officers at Mangrulpir. I have conducted the same.
    • 5th May 2010. New office of the RSG project has been inaugurated by local MLA Mr. Prakash Dahake.
    • 6th May 2010. One day field work with NREGA labor in the UMA river basin has been carried out. Through capacity building done by our organization about eco-restoration work in the UMA river basin local labor earn about 6000 Sterling as wages.
    • 6th May 2010. I have been appointed as social and technical expert on the district level steering comity on the central government's development schemes.
    • Massive eco-restoration and drought proofing work is going on in the Adan river basin.

  1. National Rural Employment Guaranty Act 2007 (NREGA) of government of India has immense potential in ecological restoration and providing secure livelihood to rural poor. However, local administration failed to implement the same on large scale. On 19th April 2010 along with hundreds of local people we made one day peaceful demonstration at government block head office (THASIL). Following Mahatma Gandhi we call it SATYAGRAHA (Way of truth and peace). In response to this demonstration large scale eco-restoration work started in whole Karanja block. Hundreds of people are getting livelihood and massive watershed development work is started.
  2. River Study group established at WAGHOLA village. This village is situated at the bank of river Adan.
  3. Contributed in designing of river study course syllabus for the Haridwar University.
  4. Regular village meetings are going on in various villages along the river Adan and other rivers of the area.
  5. Guiding 2 students for the Graduate Volunteer course designed by SNDT University, Mumbai. First student named PRAFUL studying present status of the wetlands of the Karanja block and second student NILKANTH studying nomadic pastorals of the area.
  6. Summer survey of the river Adan done. The substantial portion of the river is dried. The major problem of the river noted down is deposition of massive amount of the silt in the river bed.

सरकारी कर्मचाऱ्यांच्या अज्ञान व दिरंगाई मुळे रोहयो मजूरांचा पोळा कोरडा जाणार

धामणी: पावसाच्या दिरंगाई सोबतच आता वाशिम जिल्ह्यातील विविध कार्यालयातील कर्मचाऱ्यांच्या दिरंगाईने मजुर वर्ग त्रस्त झाला आहे. पावसामूळे माना टाकणाऱ्या शेती, मजुरीची कमतरता आणि मजुरी करुनही दिड दोन महिणे पगार न मिळत असल्याने रोहयो मजूर त्रस्त झाले आहेत.

धामणी खडी येथे अनेक विनंत्या अर्ज करुन शेवटी शेतकी विभागाने रोजगार हमी योजनेचे काम सुरु केले होते. सुमारे १८५ मजुरांनी २७ जुन २००९ ला सुमारे २.५ लाख रुपये किमतीचे शेतीच्या बांध बंदिस्तीचे काम पुर्ण पूर्ण केले. पण अजुनही त्यांना मजुरी न मिळाल्याने मजुरात प्रचंड असंतोष दाटला आहे. गेल्या अनेक दिवसांपासुन विभागात पावसाने दडी मारली आहे परिणामत: मजुरीची कमतरता सुरु आहे त्यातच शेती विभागाने पगार देण्यास उशीर केल्याने परिस्थिती बिकट झाली आहे.

रोजगार हमीच्या कायद्यानुसार मजुरांना मजुरी ही कामाचे मोजमाप केल्या नंतर जास्तीत जास्त पंधरा दिवसात मिळावयास हवी. जर तसे घडले नाही तर संबंधीत अधिकाऱ्यांवर कारवाईची तरतुद सुद्धा आहे. पण धामणीच्या मजुरांच्या बाबतीत सर्व नियम शेतकी विभागाने धाब्यावर बसवल्याचे चित्र दिसत आहे.

दिनांक १८ आगस्टला सुमारे ५० मजूर येथील शेती विभागात सदर दिरंगाईचा जाब विचारायला गेले. तालुका कृषी अधीकारी वाशिम ला बैठकीला गेले होते. कार्यालयातुन माहित पडले की, पोस्ट विभागाला न विचारता त्यांच्या नावे भरपूर उशीरा चेक काढण्यात आले. सदर घटनेबद्दल तालुका कृषी अधीकाऱ्यांना फोन वर विचारण्याचा प्रयत्न करतांना त्यांनी फोन उचलला नाही. ग्राम कृषी अधीकाऱ्यांनी मी वाशिमला आहे असे सांगून वेळ मारुन नेन्याचा प्रयत्न केला. जिल्ह्याधीकाऱ्यांना या बाबतीत विचारणा करण्याचा प्रयत्न केला असता त्यांच्या पी.ए. नी "साहेब तीन दिवस बोलू शकणार नाहीत, तुम्ही कृपया दिवशी फोन करा " असे छान उत्तर दिले.

शेवटी कृषी कार्यालयातील श्री. काळे आणि श्री. तायडे यांनी धावपळ करुन एकदाचा अडीच लाख रुपयांचा डी.डी. तयार केला आणि ताबडतोब मंगरुळ पोस्ट आफिसला पाठवला. परंतू मंगरुळपीर पोस्ट आफीस मध्ये फोन वर बोलने झाल्यानंतर पोळ्याच्या आधी मजूरांना मजूरी मिळेलच असे नाही असे सांगण्यात आले.

धामणी खडीत सद्या २८५ मजूर रक्ताचे पाणी करुन काम करतात. होळी असो की दिवाळी त्या मजूरांना आजवर वेळेवर रोहयोच्या कायद्यात सांगीतल्या प्रमाणे वेळेत मजूरी मिळाली नाही. या बाबतीत आजवर कोणत्याही सरकारी अधीकाऱ्यांवर कारवाई झाली नाही.

शेतकी विभागाकडुन गेल्या दिड महिण्यापासुन रोहयोची मजुरी न मिळाल्याने मजुरांमध्ये तीव्र असंतोष

गेल्या ६ महिण्यांआधी धामणी (खडी) येथील मजुरांनी वाशीम जिल्ह्यासाठी एक आदर्श घालुन देत रोजगार हमी योजने अंतर्गत हक्काचा रोजगार मिळवला होता. ज्या वेळी संबंध वाशीम जिल्ह्यात केवळ १९८ मजुर कामाला होते त्या वेळी एकट्या धामणी गावातुन सुमारे ३०० मजुर निसर्गाला शाश्वत बनवण्याच्या प्रयत्नात होते. केवळ ४ महिण्याच्या कालावधीतच त्यांनी १७ वन तलावांचे काम पूर्ण करुन सुमारे ५ लाख रुपयांची मजुरी पदरात पाडुन घेतली होती हे विषेश.

त्यामुळे जिल्हाधीकाऱ्यांनी व जिल्हा परिषदेच्या विषेश कार्यकारी अधीकाऱ्यांनी मजुरी काढण्याचे आदेश देण्याची मागणी धामणी खडी रोजगार हमी योजना संघटनेने केली आहे.
